If it's in-person, prod me first; lots of logs and/or spams have pre-planned outcomes and we'd need to fit you in. If it's network-based, go for it. Digital security isn't one of Czes' skills.

Talk to me if you really want to, but generally no. His canon's not so mainstream that characters everywhere would know about it, and Czes is paranoid enough about everything without people mysteriously knowing his whole history and referring to him as fictional. (If your character has a non-fourthwally reason to freak him out by knowing things about him, though, feel very free.)
Squicky subjects?
Czes' canon history contains graphic and detailed references to child torture, mindfuck, imprisonment, and abuse. If you want to opt out, whether for specific subjects or CR with him at all, drop off a comment below. Don't worry too much about the reverse; I don't have any particular triggers, and if something bothers me, I'll let you know!

Attack or injure Czes?
Sure! Blah blah immortal, blah blah regeneration; no damage dealt will last particularly long. Czes may or may not hold a grudge, depending.
Touch, flirt, kiss?
...to a point. If your character's just trolling him to make him flustered, feel free, but please keep in mind that Czes is physically pre-pubescent, and not going to show interest in anything sexual. Small child noncon-ish scenarios are very much a do not want.
Kill him?
If by kill, you mean violently dismember/shoot/strangulate/etc., then go for it, though he's not fond of being murdered and will probably dislike you. If you think your character has a way to actually kill him, message me first?
Read his mind?
Go ahead! OOC conversation is advised, however, in no small part because Czes is a lying liar who lies, and tags may not give the full picture of what he's really thinking.
Mind control/vampirize/[Insert Power of Choice Here] him?
Talk to me first. Note that this is definitely not a no; I'm all in favor of character trauma. But between his immortal weirdness and potential fallout, we're probably going to at least want to sort how an attempt might go before launching towards it ICly.
